North Dakota Legislature Sends Landmark Property Tax Relief Bill to Governor
BISMARCK, N.D. – In a significant move towards easing the financial burden on homeowners, North Dakota lawmakers have passed a landmark property tax relief and reform bill, House Bill 1176, which closely aligns with Governor Kelly Armstrong’s earlier proposals. The bill, which received overwhelming bipartisan support—passing 86-4 in the House and unanimously in the Senate—more than triples the annual primary residence property tax credit from $500 to $1,600, funded by the state’s $12 billion Legacy Fund. This credit is expected to provide an estimated $409 million in relief over the 2025-2027 biennium.
Armstrong emphasized the bill’s impact on workforce recruitment and family well-being, stating it embodies responsible and sustainable reform. Lawmakers also adopted a 3% cap on future local property tax increases, encouraging prudent budgeting among municipalities and schools.
In addition to tax reforms, the session addressed various priorities including a new state hospital for mental health services, the introduction of public charter schools, and increased support for military families and first responders. Governor Armstrong is set to sign the bill, marking a pivotal achievement for the state’s fiscal policy.
