North Dakota Legislators Reject Sports Betting Ballot Initiative
BISMARCK, ND — The North Dakota House of Representatives has decisively rejected a proposal to place sports betting on the 2026 ballot, voting 70-24 against House Concurrent Resolution 3002 on January 22. The discussion highlighted concerns over gambling addiction and the implications for student-athletes.
The resolution aimed to amend the state constitution to allow regulated betting on professional and college sports, directing all associated tax revenues to benefit K-12 public schools. Proponents, including Rep. Scott Louser (R-Minot), argued that it could generate $25-$30 million in tax revenue and offered voters a chance to decide on the issue for the first time. Rep. Greg Stemen (R-Fargo) echoed the sentiment, emphasizing the importance of giving citizens a voice.
However, opponents raised serious concerns about the social ramifications of legalized sports betting. Rep. Alisa Mitskog (D-Wahpeton) shared a troubling story about an individual burdened with $250,000 in gambling debts, citing studies linking legalized sports betting to increased rates of gambling addiction and financial distress. Rep. Lawrence Klemin (R-Bismarck) illustrated the ease of mobile betting, warning that it could lead to unchecked gambling behavior, particularly among young men. He noted that data indicated a significant number of college athletes faced abusive messages related to betting.
Despite the failure of the resolution, some legislators suggested that concerned citizens could still rally to place a sports betting measure on the ballot independently. Louser expressed frustration over the opposition’s stance, challenging legislators to consider a broader anti-gambling initiative if they were truly against betting in any form.
As the legislative session progresses, the future of sports betting in North Dakota remains uncertain, with both sides of the debate highlighting the need for careful consideration of social implications.
