Initiated by Senator Scott Meyer, the tradition involves presenting the cat alongside a whimsical poem, poking fun at the recipient’s actions. For instance, Senator Randy Lemm received a playful poem about his raw milk proposals, reinforcing the atmosphere of levity within the chamber.
