Governor Armstrong Announces Potential Special Session After Veto Mistake on Housing Fund

BISMARCK, N.D. (KFYR) – North Dakota Governor Kelly Armstrong has acknowledged an error in vetoing $35 million from the Housing Incentive Fund. On Thursday, he revealed plans to possibly reconvene the legislature to rectify what he described as an "honest mistake" in a written statement.

Armstrong noted that his team met with the Legislative Council to discuss options for amending SB 2014, which included crucial funding for state housing development. The veto inadvertently targeted funding intended for a Native American organization focused on addressing homelessness. Despite being six days away from the legislative session’s 80-day limit, he indicated that a special session could be called without violating this constraint.

Legislative Council Director John Bjornson highlighted that the cost of a special session could reach approximately $65,000 per day, factoring in daily pay for fewer session employees, lodging, travel expenses, and per diem. The Governor’s office continues to explore all viable options to ensure the funding’s delivery while minimizing expenses. Armstrong remains hopeful that a special session can be avoided altogether.
