Grand Forks Set for $42 Million Apartment Development

Grand Forks, ND – Dakota Commercial plans to embark on a significant $42 million apartment development on a five-acre site across from the Icon Sports Center, situated off 47th Avenue South. Currently navigating through the Grand Forks Planning and Zoning Commission and City Council, the project aims for construction to commence in spring 2027, with completion expected by 2029.

Dakota Commercial President Kevin Ritterman emphasized the ongoing development discussions, aiming to balance construction costs with financing rates. The new project, consisting of roughly 150 residential units and 10,000 square feet of commercial space, will feature a five-story structure. This development represents the second of three phases intended for the site, which initially began with 44 townhomes in 2014.

The upcoming mixed-use building will present commercial spaces on the first floor facing major thoroughfares while the residential units will overlook existing townhomes. Community Contractors President Craig Tweten noted the market oversaturation concerns regarding commercial space, leading to a reduction in the originally proposed commercial square footage.

Community sentiment appears largely positive towards the project, with many residents expressing curiosity about future occupancy dates. The Planning and Zoning Commission reviewed the development, acknowledging concerns mainly related to traffic impacts and potential future commercial expansion.

As part of this undertaking, Dakota Commercial is seeking a property tax incentive, which has been under discussion by the City Council. Earlier in April, the Council authorized Dakota’s application for a financial review process, which will be evaluated alongside the ongoing planning and zoning proposals to expedite the timeline.

Pending a zoning amendment to increase density, the Planning and Zoning Commission has given preliminary approval, and the City Council will deliberate the request at its upcoming meeting.
