Bismarck, N.D. – Gov. Kelly Armstrong Signs Historic Property Tax Relief Package
Governor Kelly Armstrong marked a significant milestone in North Dakota’s legislative session today as he signed a landmark property tax relief and reform bill, House Bill 1176. This historic legislation, aimed at easing the financial burden on homeowners, more than triples the state’s primary residence property tax credit from $500 to $1,600 annually. The funding, projected at $409 million for the upcoming biennium, will draw from earnings of the state’s $12 billion Legacy Fund.
At the bill signing ceremony, Armstrong emphasized the collaborative effort across political lines, stating, "Property tax relief was the No. 1 priority we had to accomplish this legislative session." The bill, which passed both the House and Senate with overwhelming support, also introduces a 3% cap on future increases in local property tax budgets, aiming to promote fiscal prudence among local governments.
Additional legislative priorities include phone-free policies in schools, measures to address prison overcrowding, a $300 million plan for a new mental health facility, and support for the military and first responders. With these initiatives, North Dakota aims to enhance the quality of life for its residents while promoting sustainable growth and development.
